In determining the amount of financial penalty to be imposed, an administrative law judge shall consider the following:

1. A. The seriousness of the violation;
2. B. The good faith of the violator;
3. C. The harmful effect of the violation on the public or the harmful effect of the violator's actions on the investigatory process of the Commission on Human Relations; and
4. D. The assets of the violator.
