1. A. The Board may, in its discretion, permit the applicant to file a reply to the custodian’s response.

2. B. If permitted to file a reply, the applicant shall:

   1. (1) File the reply within 15 days after receiving the custodian’s response; and
   2. (2) Send a copy of the reply to the custodian.
