This chapter governs the operation of the Maryland EXCELS program and sets forth the:

1. A. Requirements for participation in the program; into the program;
2. B. Process for application into the program;
3. C. Basis and procedure for making determinations and awards; and
4. D. Penalties for providing false information in connection with applying for program participation or obtaining an award under the program.
