1. A. In this chapter, the definitions in COMAR 13A.13.01 apply, and the following terms have the meanings indicated.

   1. (1) “Council” means the State Interagency Coordinating Council.
   2. (2) “Secretary” means the Secretary of the United States Department of Education.
