1. A. An individual is eligible if the individual meets the eligibility criteria set forth in Education Article, §8-601, Annotated Code of Maryland.

2. B. To be eligible, an individual:

   1. (1) Shall be a resident of the State of Maryland;
   2. (2) Shall be identified by an otolaryngologist or a licensed audiologist as having a hearing loss;
   3. (3) Shall be under the age of 21 years; and
   4. (4) May not have graduated from high school.
