An inmate may receive only those items authorized by internal Institution rules. The Warden shall ensure that unauthorized property is processed in the following manner:

1. A. Send the property to an address provided by the inmate, at the inmate's expense;
2. B. Release the property to a visitor who has been authorized by the inmate to receive his or her property; or
3. C. Dispose of the property in accordance with COMAR 12.12.26.03E and F.
