1. A. The Board of Review shall have nine members including four institutional members and five public members. Of the five public members, one shall be a member of a victim's rights organization.

2. B. The four institutional members of the Board of Review shall include the:

   1. (1) Director;
   2. (2) Associate Director, Warden;
   3. (3) Associate Director, Treatment; and
   4. (4) Associate Director, Behavioral Science, who shall serve as Executive Secretary.

3. C. The five public members of the Board of Review shall:

   1. (1) Be members of the general public;
   2. (2) Be appointed by the Governor with the advice and consent of the Senate;
   3. (3) Serve a term of 4 years; and
   4. (4) Be paid as provided in the State budget.
4. D. The Chairman of the Board of Review shall be appointed by the Governor.
