An IIU investigator:

1. A. Shall have unrestricted access to all areas of a Department facility;

2. B. In addition to the authority under Regulation .06 of this chapter, may:

   1. (1) Access Department records;
   2. (2) Request assistance from an agency employee;
   3. (3) Request assistance from another law enforcement agency;
   4. (4) Inspect facilities, vehicles, or equipment; and
   5. (5) Require an employee to provide testimonial or physical evidence; and

3. C. Shall:

   1. (1) Conduct an investigation in an impartial and reasonable manner according to the oath of office and law of the United States and the State;
   2. (2) Be courteous, attentive, and receptive to an individual reporting or providing evidence related to a complaint under investigation;
   3. (3) Ensure the safety and chain of custody for items and evidence received;
   4. (4) Maintain confidentiality of all matters related to investigations; and

   5. (5) Prepare an investigative report that, at a minimum, contains:

      1. (a) Complete and detailed information regarding the complaint or incident;
      2. (b) A clear account of investigative actions; and
      3. (c) All relative information supporting the finding.
