1. A. An inmate and the inmate’s intended spouse shall comply with minimum requirements established by State and local statute and regulation concerning eligibility to marry.

2. B. An inmate may not marry:

   1. (1) An employee; or
   2. (2) Another inmate.
3. C. An inmate shall be mentally competent according to State law.
