The purpose of this chapter is to establish requirements, procedures, and standards to administer the driver education program under Transportation Article, §16-505, Annotated Code of Maryland. The regulations in this chapter establish:

1. A. The requirements and procedures for the certification of:

   1. (1) A business entity, organization, institution, or individual to provide the driver education program required to obtain a noncommercial driver's license; and
   2. (2) Instructors to teach the driver education program; and

2. B. Standards for monitoring certified schools and instructors to:

   1. (1) Ensure the quality, content, and availability of the driver education program; and
   2. (2) Evaluate the effectiveness of the driver education program.
