1. A. In this chapter, the following terms have the meanings indicated.

2. B. Terms Defined.

   1. (1) “Administration” means the Motor Vehicle Administration.
   2. (2) “Motor vehicle lienholder” means a person, or a holder or credit grantor, as defined in Commercial Law Article, that is regularly engaged in the business or practice of financing motor vehicles, including, but not limited to, banking institutions, financial institutions, and dealers regularly engaged in financing vehicles.
   3. (3) “Vendor” means a person who has entered into an agreement with the Administration to provide an electronic system that links the Administration with an authorized participating company, for the purpose of accessing vehicle information and processing lien transactions electronically.
