1. A. An individual shall be licensed by the Board before the individual may practice direct-entry midwifery in the State.

2. B. This regulation does not apply to:

   1. (1) An individual who assists at a birth in an emergency;
   2. (2) An individual who is licensed as a health care practitioner whose scope of practice allows the individual to practice direct-entry midwifery; or
   3. (3) A student who is practicing direct-entry midwifery while engaged in a Board-approved clinical midwife educational experience under the supervision of a licensed direct-entry midwife.
