At the time of delivery, a licensed direct-entry midwife shall be assisted by a second individual who has:

1. A. Completed the American Academy of Pediatrics/American Heart Association Neonatal Resuscitation Program (NRP) within the previous 2 years; and
2. B. The skills and equipment necessary to perform a full resuscitation of the newborn in accordance with the principles of NRP.
