The intent of this subtitle is to require a forensic laboratory to:

1. A. Employ qualified employees; and

2. B. Operate and perform forensic analyses under:

   1. (1) Reliable procedures;
   2. (2) Effective quality control and quality assurance programs; and
   3. (3) Qualified supervision.
