1. A. The Board shall review costs of services provided to the State's medical-dental member school programs every 2 years.

2. B. Cost Analysis. The Board shall:

   1. (1) Perform a cost analysis of expenditures and experienced program services based on activities related to transportation, preparation, and disposition of bodies under its control; and
   2. (2) Determine the total average cost per cadaver and cadaveric specimen, based on the cost analysis.

3. C. Fees.

   1. (1) The fee for member school programs shall be set at a rate not less than 25 percent of the total average cost per cadaver.
   2. (2) The fee for in-State study programs shall be set at a rate of not less than one and one-quarter or 125 percent of the average cost per cadaver.
   3. (3) The fee for in-State commercial study programs shall be set at a rate of not less than two and one-half or 250 percent of the average cost per cadaver.
   4. (4) The fee for out-of-State study programs shall be set at a rate not less than 4 times or 400 percent of the average cost per cadaver.
   5. (5) The fee for out-of-State commercial programs shall be set at a rate of not less than 5 times or 500 percent of the average cost per cadaver.
   6. (6) The fees for cadaveric specimens shall be set at a rate proportional to the average cost per cadaver in each category listed in §C(1) — (5) of this regulation.
