1. A. Meetings of the Commission and meetings of the standing committees specified in COMAR 10.45.03.01 shall be governed in accordance with:

   1. (1) Maryland's Open Meetings Act; and
   2. (2) Commonly accepted rules of parliamentary procedure as determined by the chair.

2. B. Quorum.

   1. (1) A majority of the full authorized membership of the Commission is a quorum.
   2. (2) A quorum need not be present in order for the Commission to hold a meeting.
   3. (3) If less than a quorum is present at any meeting, the presiding officer shall defer matters submitted for a vote until a quorum is present.

3. C. Voting.

   1. (1) Each commissioner shall be entitled to one vote on each matter submitted to a vote at the meeting.
   2. (2) Voting shall be in person or by proxy.
   3. (3) The Commission may not act on any matter unless at least six members in attendance concur.

4. D. Minutes. The Commission shall ensure that minutes of its public meetings are:

   1. (1) Recorded;
   2. (2) Presented to the Commission for approval; and
   3. (3) Made available for public inspection at the offices of the Commission during ordinary business hours.
