1. A. Executive Director. The Executive Director of the Commission:

   1. (1) Is the chief administrative officer of the Commission;
   2. (2) Is appointed by the Commission with the approval of the Governor;
   3. (3) Serves at the pleasure of the Commission; and
   4. (4) Shall, under the direction of the Commission, perform any duty or function that the Commission requires, consistent with Health-General Article, §§19-2101 — 2201, Annotated Code of Maryland, and this subtitle.

2. B. Staff.

   1. (1) The Commission may employ a staff in accordance with the State budget.
   2. (2) The Commission, in consultation with the Secretary, shall determine appropriate job classifications and grades for all staff.
