After a hearing as provided in COMAR 10.44.07, the Board may impose a civil penalty against a dentist for violation of Health Occupations Article, §4-315, and pertinent regulations:

1. A. In place of, or in addition to, suspension of a dentist's license; or
2. B. In addition to the revocation of a dentist's license.
