The Board may deny a pharmacist's request for approval under Regulation .02 of this chapter if the:

1. A. Pharmacist has:

   1. (1) A pending or final disciplinary action before the Board; or
   2. (2) A criminal history; or
2. B. Criteria set forth in Regulations .01B or .02 of this chapter are not satisfied.
