Actions taken by a participating carrier, including actions taken by a participating carrier that affect a small employer's eligibility for participation in the Premium Subsidy Program or the amount of the premium subsidy, shall be handled through the customary appeals processes for carrier decisions and may not be appealed to the Commission.
