The Department shall grant approval to a program to be eligible to receive State or federal funds for providing PRP services if the program meets the requirements:

1. A. For approval outlined in COMAR 10.21.16;
2. B. For administration outlined in COMAR 10.21.17; and
3. C. Of this chapter.
