1. A. A community mental health program shall develop a program model that promotes recovery and resiliency as required according to the chapter under this subtitle for the specific program.

2. B. The program director shall ensure that information and services are provided:

   1. (1) In a culturally sensitive manner; and
   2. (2) At a suitable reading comprehension level.
