1. A. A provider shall meet all conditions for participation as set forth in COMAR 10.09.36.03.

2. B. A lead entity shall:

   1. (1) Have been awarded participant spaces for ACIS by the Program; and
   2. (2) Be a member of its local Continuum of Care Program.
