The Department shall determine the amount of the State grant, if any, for an applicant's approved project after consideration of the following:

1. A. All approved applications;
2. B. Priorities of need as established by the Department;
3. C. The total unallocated State funds available in the Department's Administration-Sponsored Capital Programs for federally qualified health centers;
4. D. The projected amount of anticipated appropriations as provided in the Governor's Five-Year Capital Improvement Program;
5. E. The reasonableness of the total cost of the project; and
6. F. Current operating costs or the reasonableness of a projected budget and revenues for the facility.
