State grant funds for federally qualified health centers shall be used solely for approved projects that involve:

1. A. Conversion of public buildings or parts of buildings;
2. B. Acquisition of existing buildings or parts of buildings;
3. C. Renovation of a facility;
4. D. Purchase of capital equipment; or
5. E. Planning, design, and construction of a facility.
