The Department shall determine the priority of applicants to be awarded State grant funds after consideration of:

1. A. All eligible applications;
2. B. The 5-year plan of the Medical Assistance Policy Administration for these services;
3. C. Priorities as established by the Department;
4. D. The reasonableness of the projected capital, and operating costs and revenues, for the facility;
5. E. The availability of State grant funds;
6. F. The total of unallocated State grant funds available at the time the application is received; and
7. G. The readiness of the project to go before the Board of Public Works.
