1. A. In this chapter, the following terms have the meanings indicated.

2. B. Terms Defined.

   1. (1) “Authorized user” means:

      1. (a) A child care facility;
      2. (b) A health care provider;
      3. (c) A health insurer;
      4. (d) A health maintenance organization;
      5. (e) An institution of higher learning;
      6. (f) A local health department;
      7. (g) A long-term care facility;
      8. (h) A managed care organization;
      9. (i) A nonprofit health service plan;
      10. (j) A patient;
      11. (k) A pharmacist authorized to administer vaccinations in accordance with Health Occupations Article, §12-508, Annotated Code of Maryland;
      12. (l) A school;
      13. (m) A school-based health center;
      14. (n) In the case of a minor child, a parent or guardian; and
      15. (o) Any other authorized user designated by the Secretary.
   2. (2) “Department” means the Maryland Department of Health.

   3. (3) “ImmuNet” means a computerized information and reminder system to:

      1. (a) Improve the timely and appropriate delivery of immunizations;
      2. (b) Provide a coordinated network for reminder notices when immunizations are due;
      3. (c) Provide and collect information to be shared by authorized users; and
      4. (d) Provide a quality indicator for the insurers’ health care provider practices and public health purposes.
   4. (4) “Refusal to permit disclosure of information” means the right of an individual or the parent or guardian of a minor to prevent disclosure to authorized users of individual identifiable information that was reported to ImmuNet.

   5. (5) Regional Registry.

      1. (a) “Regional registry” means a database that contains immunization information for individuals residing in an area of Maryland.
      2. (b) “Regional registry” includes an immunization database or registry maintained and operated by a local health department.
   6. (6) “Secretary” means the Secretary of Health.

   7. (7) “Vaccine information statement (VIS)” means a document that:

      1. (a) Is created and updated by the U.S. Centers for Disease Control and Prevention; and

      2. (b) Relates:

         1. (i) The purpose of specific vaccines;
         2. (ii) Schedules of administration; and
         3. (iii) Possible adverse reactions to specific vaccines.
