A person refusing or failing to comply with the provisions of this chapter, or with the orders or directives of the local health officer, the State Epidemiologist, or the Public Health Veterinarian as provided by this chapter, shall be guilty of a misdemeanor and, upon conviction, subject to a fine of not more than $500 for each offense.
