1. A. The following terms have the meanings indicated.

   1. (1) “Agreement” means a legal document setting forth the rights and responsibilities of the Department and the vendor.
   2. (2) “Department” means the Maryland Department of Health.
   3. (3) “Human Services” means shelter, support and health or health-related care, including corollary operations necessary to the delivery of that care.
   4. (4) “Vendor” means any organization, including a local health department, which delivers human services under a funding arrangement governed by an agreement.
