Holding facility requirements. A holding facility shall:

1. A. Comply with applicable public health laws;
2. B. Preserve the dignity of human remains;
3. C. Recognize the integrity, health, and safety of reduction facility establishment personnel; and
4. D. Be secure from access by unauthorized persons.
