A member of an administrative unit shall be recused from the review of a complaint and from participating in a hearing if the individual:

1. A. Has personal knowledge of the facts which gave rise to the complaint;
2. B. Has a personal or business relationship with any of the parties or witnesses; or
3. C. For any other reason may be unable to act impartially in the matter.
