Whitehall Bay encompasses all the waters of Whitehall Bay and its tributaries northerly of a line beginning at Hackett Point, at or near Lat. 38° 58.477' N., Long. 76° 27.268' W., then running 64° (True) to Greenbury Point, at or near Lat. 38° 59.203' N., Long. 76° 25.357' W.
