The West River encompasses all the waters of the West River and its tributaries southwesterly of a line beginning at a point, at or near Lat. 38° 52.183' N., Long. 76° 30.575' W., then running 148° (True) to Curtis Point, at or near Lat. 38° 51.182' N., Long. 76° 29.767' W.
