The Northeast River encompasses all the waters of the Northeast River and its tributaries northeasterly of a line beginning at a point at or near Lat. 39° 32.350' N., Long. 76° 0.700' W., then running 115° (True) to a point, at or near Lat. 39° 31.683' N., Long. 75° 58.833' W.
