1. A. In this chapter, the following terms have the meanings indicated.

2. B. Terms Defined.

   1. (1) “Aground” means a vessel that is touching the bottom and unable to move.
   2. (2) “Underway” means a vessel that is not aground, at anchor, or tied to shore.
   3. (3) “Upper Potomac River” means that portion of the Potomac River and its tributaries above the Maryland/District of Columbia boundary near Little Falls.
