1. A. The following terms have the meanings indicated.

2. B. Terms Defined.

   1. (1) “Department” means Department of Natural Resources.
   2. (2) “Land clearing” means clearing, disturbing, grading, moving, placing, or removing earth, sand, or beach grasses or other vegetation.

   3. (3) Permanent Structure.

      1. (a) “Permanent structure” means building or construction materials, or a combination of the materials, assembled or joined together.
      2. (b) “Permanent structure” includes seasonal or year-round decks, patios, walkways, steps, stairways, pools, paved or impervious surfaces, terraces, platforms, gazebos, footbridges, shelters, carports, railing, blinds, or other structures for eating, sleeping, working, or recreating.
