1. A. The Office of Administrative Hearings shall issue a proposed decision in accordance with the Secretary's delegation.
2. B. Unless otherwise provided by law or the Department's delegation, the Office of Administrative Hearings shall submit the proposed decision to the Secretary and each party.

3. C. The proposed decision shall:

   1. (1) Be in writing;
   2. (2) Contain findings of fact and conclusions of law; and
   3. (3) Include an explanation of procedures and time limits for submitting exceptions to the Secretary.
