This chapter establishes the procedures of the Child Support Administration for:

1. A. Issuing an administrative earnings withholding notice to an employer of an obligor;
2. B. Determining the amount of arrears to be withheld by the employer; and
3. C. Providing the obligor with an opportunity to contest the withholding.
