1. A. In this chapter, the following terms have the meanings indicated.

2. B. Terms Defined.

   1. (1) “Arrearage” means unpaid and past due child support payments owed under a court order.
   2. (2) “Days” means calendar days except when business days are specified.

   3. (3) “License” means a license, certificate, registration, permit, or other authorization that is:

      1. (a) Issued by a licensing authority;
      2. (b) Subject to suspension, revocation, forfeiture, or termination by a licensing authority; and
      3. (c) Necessary for an individual to practice or engage in a particular business, occupation, or profession.

   4. (4) Licensing Authority.

      1. (a) “Licensing authority” means a State agency, unit of an agency, a commission, board, office, or Court of the State that issues licenses.

      2. (b) “Licensing authority” includes:

         1. (i) Clerks of the court;
         2. (ii) Comptroller of the Treasury;
         3. (iii) Department of Agriculture;
         4. (iv) Department of Health;
         5. (v) Department of Human Services;
         6. (vi) Department of Natural Resources;
         7. (vii) Department of the Environment;
         8. (viii) Department of Transportation
         9. (ix) Maryland Insurance Administration;
         10. (x) Maryland Department of Labor;
         11. (xi) Office of the Attorney General;
         12. (xii) Public Service Commission;
         13. (xiii) Secretary of State;
         14. (xiv) State Department of Education; and
         15. (xv) Court of Appeals.
