1. A. To provide private adoption services, an agency shall:

   1. (1) Be licensed as a child placement agency by the Administration in accordance with COMAR 07.05.01; and
   2. (2) Have a written service plan which meets the requirements of this chapter.

2. B. To provide adoption search, contact, and reunion services (search services), the agency shall:

   1. (1) Satisfy the requirements in §A of this regulation; and
   2. (2) Have a written plan which meets the search services requirements of COMAR 07.02.12.

3. C. An agency or individual shall satisfy the requirements of §A of this regulation to:

   1. (1) Advertise adoption services through the media;
   2. (2) Conduct public meetings for the purpose of soliciting potential clients; or
   3. (3) Recruit in any other way potential adoptive parents or locate children for adoption in Maryland.
