An applicant is eligible for service under the CMN Program if the applicant:

1. A. Is an electric, gas, or other energy source customer;
2. B. Resides in Maryland;
3. C. Has total household countable income as described in COMAR 07.03.22.04 which does not exceed 175 percent of the federal poverty level;

4. D. Is a:

   1. (1) U.S. citizen;
   2. (2) Legal immigrant admitted for permanent residence or otherwise legally residing in the United States; or
   3. (3) Qualified alien; and
5. E. Is a critical medically vulnerable individual who is receiving assistance from a navigator.
