The Office shall allocate Program funds through grants for the following activities:

1. A. Outreach and community organizing;
2. B. Citizenship application assistance;
3. C. Immigration counseling;
4. D. Instruction in English as a second language;
5. E. Civics and U.S. history classes; and
6. F. Support services such as child care and transportation.
