1. A. In this chapter, the following terms have the meanings indicated.

2. B. Terms Defined.

   1. (1) “Citizenship services provider” means:

      1. (a) A nonprofit organization that provides immigration services; or
      2. (b) An accredited educational institution that provides instruction in English as a second language, or civics, or both.
   2. (2) “Grantee” means a citizenship services provider who is a recipient of a Citizenship Promotion Program grant.

   3. (3) “Legal permanent resident” means an individual who:

      1. (a) Has established legal residence in the United States (U.S.); and
      2. (b) Is legally eligible to apply to become a naturalized U.S. citizen.
   4. (4) “Office” means the Maryland Office of New Americans (MONA) of the Family Investment Administration in the Department of Human Services.
   5. (5) “Program” means the Citizenship Promotion Program.
