1. A. Purpose. The Refugee Cash Assistance (RCA) Program is for new arrivals in the United States who are:

   1. (1) Refugees;
   2. (2) Asylees; or
   3. (3) Victims of severe forms of trafficking in persons.

2. B. Scope.

   1. (1) This chapter does not apply to individuals residing in:

      1. (a) Baltimore City;
      2. (b) Baltimore County;
      3. (c) Anne Arundel County;
      4. (d) Carroll County;
      5. (e) Howard County;
      6. (f) Harford County; or
      7. (g) Washington County.
   2. (2) Individuals in the jurisdictions listed in §B(1) of this regulation are subject to the Maryland Public/Private Partnership Refugee Transitional Cash Assistance Program in compliance with 45 CFR Parts 400 and 401.
