1. A. The shelter home shall have available:

   1. (1) Room and board capacity for each resident;
   2. (2) Counseling and supportive services; and

   3. (3) Staff or volunteers under staff supervision trained to:

      1. (a) Assess need;
      2. (b) Establish eligibility;
      3. (c) Develop service contracts;
      4. (d) Assist the resident to use community resources; and
      5. (e) Monitor effectiveness of plans and services.
2. B. The shelter home shall conform to the applicable State and local fire codes, health codes, and all local zoning ordinances.
3. C. The shelter home shall employ professional staff and volunteers who are trained in provision of crisis services to persons who need a shelter.
4. D. The shelter home shall send to the Department a copy of the shelter rules.
