1. A. The State Board shall:

   1. (1) Promulgate policies and procedures relating to the functions of local boards;
   2. (2) Adopt policies and procedures relating to reports and other information that any public or private agency or institution shall provide to State and local boards;
   3. (3) Consult with the Administration before asking local departments for new types of information;
   4. (4) Provide training to local boards;
   5. (5) Review and coordinate the activities of the local boards;
   6. (6) Write and distribute the annual report;

   7. (7) Make recommendations to the General Assembly, the Department, the Administration, and other relevant body concerning:

      1. (a) Out-of-home placement policies and procedures; and
      2. (b) The removal of barriers to permanent placement for children in out-of-home placements; and
   8. (8) Hire and evaluate the Administrator of CRBC.
2. B. The State Board shall meet at least four times each year.
