The Citizens' Review Board for Children (CRBC), formerly the Foster Care Review Board:

1. A. Reviews cases of children in out-of-home placement to promote their:

   1. (1) Safety in out-of-home placement;
   2. (2) Placement in a safe, nurturing, and permanent home; and
   3. (3) Healthy development;
2. B. Monitors child welfare programs under the Department; and
3. C. Makes recommendations for system improvement to enhance the management of individual children's cases.
