Except as provided in Regulation .08 of this chapter, the Secretary may not:

1. A. Accept applications and award an initial credit certificate for more than one catalytic revitalization project within a 2-year period; or
2. B. Issue tax credit certificates for credit amounts in the aggregate totaling more than $15,000,000 within a 2-year period.
