1. A. A grantee shall meet the following minimum requirements:

   1. (1) Be a political subdivision or a community development organization;
   2. (2) Not have defaulted on any prior financial assistance from the Department;
   3. (3) Not be currently barred or suspended from any of the Department’s programs;
   4. (4) Serve at least one sustainable community; and
   5. (5) Submit an application to the Department in accordance with the Act and this chapter.
2. B. Grants may be used to implement projects approved by the Department.
