To be eligible for financial assistance, business projects shall be:

1. A. Properly zoned for the proposed use;
2. B. If involving construction or renovation, rehabilitated, constructed, and operated in accordance with the applicable federal, State, and local building, zoning, environmental, health, and safety standards; and
3. C. Licensed and registered as applicable.
